Orders
How order options are generated, which requirements can appear, and when rewards are decided.
Orders arrive in tiers. A slot generates its options when first opened and keeps the generated picks on its saved state. The slot seed drives requirement-set and reward rolls, while the candidate orders are shuffled separately. The seed alone does not guarantee that a fresh generation produces the same order choices.
What can appear
An order must be active, belong to the requested tier and fit the biome, owned content and game mode. Already accepted orders are excluded, and one slot does not repeat an option. The number of ordinary options comes from the biome and can be changed by effects.
If timed orders are unlocked, an eligible slot adds one extra pick that can be failed.
Requirements and rewards
An order can have alternative objective sets. The game starts at a seeded set index and scans for one whose difficulty matches the slot and whose eligibility checks pass. Those checks decide whether the objective can be offered; you still have to complete the objectives after accepting it.
Rewards are rolled once, when the pick is created, not when you complete it. Reputation is part of the payout, and reputation is what ends a settlement in your favour: see Citadel and Prestige.
